Dispatch board

Every row is a job, not a fridge. Units that are fine never appear here; they are the count in the header. Needs dispatch is unclaimed work anyone can take, In flight shows who owns what, and a job leaves the board when someone records what actually happened. This is the real feed from live HomeCue-monitored appliances, not a mockup.

Work is raised from each unit’s power signature: cycling behavior, duty cycle, and reporting staleness. It reflects how the refrigeration system is operating, not the state of individual internal parts. A rule that fires repeatedly stays one row, with the repeat count shown, so a flapping sensor cannot bury the queue.
